Rabbits do not like garlic (neither do mosquitos and squirrels), so you can sprinkle granulated garlic around. Also there are products available at places that sell organic gardening products that have castor oil as the main ingredient. It will keep away ANYTHING that digs, so if it's not rabbits, this product will probably repel whatever it is. Hope that helps.

surround the boundary with chain-link fencing which continues down about 18 inches into the ground, and about the same distance out towards the outside. The rabbits will not be able to tunnel under it.

Are you sure it's rabbits? They only dig one hole, for a burrow. The rest of the damage is just gnawed plants. Anyway, the only sure way to keep rabbits away is by a fence.
