there is always roaming for text plans.. Often times you could have unlimited roaming for incoming text, but it always cost extra to send international text..

if you are on a plan with a GSM carrier like cingular or tmobile, then you have texting at a given rate regardless of roaming or not, because there are no roaming charges on GSM plans. If you subscribe to unlimited, then you will never be billed for a text message unless out of the united states.
