A primate city is one that is the largest in the country. It must reflect the culture of the country in all it's diversity. It is often (but not always...NY could be considered the primate city of U.S.) the political capital. Some definitions have a ratio for its population..must be 2x the second largest city. Some don't include this.

Jerusalem would be considered a primate city..the top five cities by population are on the following website (2005).

The other listings made me go back and double check..Jerusalem is about twice the population of Tel-Aviv, and most importantly..it represents the culture! I added a site with 2007 calculated populations: Jerusalem 743,512 T.A.: 388,288. I'm not sure what those who are saying Tel-aviv is "bigger" mean...area is not something taken into consideration in a primate city.

It's also a forward capital if you get bonus points for that!
