I play Baseball, basketball and football as often as possible. The problem is the I am pulling my hamstring and groin a combined 3 or 4 times a year. Is this bad? Can it cause permanent damage? I am pretty sure if I lose about 20lbs it will cut down on the amound of times, but will not prevent it from happening. What can I do?

I always stretch before I play. I even try to stretch while I am playing.

Since you mentioned that your a frequent injurer you might benefit from physical therapy. There could be biomechanical abnormalities not only in the hip region but also knee, lower leg, and feet that could make you more prone to re-injury. Talk with your doctor to see if this would be appropriate, and if so get a referral for P.T. Try to go to a clinic that has sports emphasis and orthopedics.
