HELP There is a movie from my childhood that I have fond memories from, but can barely remember.?

It's animated and It goes something like a painter gets sucked into a magical world and with his colors he makes everything that is evil and sad happy and good.

It was not on t.v. it was on VHS. and the whole thing was animated. It was also made around 5 years before DVD's

It sounds like a Robin Williams movie I seen but I can't remember the name.

Any idea about what year this was, your childhood could mean anything, it doesn't sound familiar to me, sorry.
