Earthquakes are possible anywhere in the world and they happen everywhere in the world. The majority can't be felt by humans because they are so subtle. Large earthquakes are rare and happen mainly at the fault lines.

Now West Virginia is quite far from many earthquake fault lines. The nearest ones I know of is the Atlantic ridge (in the middle of the Atlantic Ocean), the Caribbean area and the west coast. In the north, near River Hudson (I think), there is a natural rift which can produce earthquakes but this major ones are very very rare.

there are earthquakes in west virginia everyday but not large enough for you to feel it, so yes it is possible, just not as much as california
