I recently reported a malicious violation notice and got a response saying Yahoo cannot enter into personal correspondence about violation notices.

I am confused now. Can we contest malicious reports or not?

I think a lot of people are worried about losing their email accounts and are considering giving up YA because it just isn't worth the hassle.

I did follow the steps to report it,, this answer came back from Customer Care itself.

If you feel a violation was unjust, you can report it here:
http://messages.answers.yahoo.com/answers/forumview?bn=SEA-ViolationsNotice
I have reported my unfair violations and had the points returned to my account.

They will not discuss with you who reported you, just wether or not they deem it to be a reasonable violation.

Customer Care seem to send out a lot of standard emails, so if you haven't got a reply from a real person, try resending your last email. Have you posted on the forum? Yahoo Answers Katie or someone is more likely to be able to help, I find the staff over there are more 'real' than customer care.
