The first person is wrong.
Even if its free you would still need a ticket to get in. They are only allowed to let X amount of people in arenas-even at free shows (fire-safety hazard). And 99% of arenas have assigned seating now, even at free events. Thus, yes you would need a ticket.

Ok, first of all I must say that bassist_of_light is being a jackass or, as he so eloquently put it, a "tard". Tickets still have to be attained due to the number of people that will want to attend. It's not first come, first serve, then turn everyone else away.
Anyway, it is going to be free in Texas and that is all I know. They say that tickets, or passes, can be requested only a month out. Sorry I couldn't be of more help, but maybe it's similar up there for you. I hope you get to go! :-)

Yes, the whole tour is free. Go to Ozzfest.com. If they don't have the links posted, they will be doing so shortly. As far as I know, on-line is the only way you'll be able to get these tickets. I may be wrong about that. But I know for a fact, it is a free concert. On Ozzfest.com, they also list the line-up of bands.
