Does anyone know if they are making lemmings for the DS?

No. Apparentely Sony have the rights, and since its their best selling game on the PSP, they wouldnt give it up that quickly to their rivals.

However, if you have a flashcart that can run homebrew, this emulator for lemmings may interest you.
