HI,
In October, I would think there would be more Autumn clothes out than Summer. August should be better.

However, Taiwan is a bit Strange in sales, They have sales now on a lot of short sleeves items the beginning of Spring heading into summer in the night markets : Some of it new and some of it last years stocks. In Winter, they have sales on Long sleeves items (You will not find one short sleeve shirt in the market. and vice versa) It depends on what type of clothing you need to buy.

Sales as such is on all year round in one place or another.

I would say to come in October, beginning of the month. Weather is a bit cooler, so it should be just fine. Also there's less chance of you meeting a Typhoon. If you want clearance sales, then perhaps the end of October, beginning of November would be better for your spending purposes.

I would say if you want summer clearance sales try checking in September or beginning of October.
The weather is a bit more comfortable in October if thats a factor for you.
