Unfortunately a driving licence is an essential part of being an inspector as they are required as part of the job description to drive to places where a cruel act or abandonment has taken place. Inspectors are also required to transfer animals from vet surgeries to shelter, House calls, etc.
I think you should start tkaing steps to pass your test before you apply.

I admire you for wanting to become an RSPCA Inspector. I expect you will find that you will need a full drivers licence and once you have passed your test you will wonder how on earth you managed before! It will open up completely new horizons for you - I know, I didn't drive a car until I was 45 years old. I must have been living a very boring life.
Just one thing, though - the RSPCA are VERY anti-hunting and would not consider you for a job if they thought you might be a supporter of Field Sports. They won't even let a person become an ordinary Member if he/she admitted that they supported hunting. Best of Luck, though.

If you can't drive how can you go out on calls? How can you respond to an animal in need? You can't. You need to get your license and learn to drive for all kinds of reasons not just this job. If you can't drive you will never be 100 % independent and in charge of your own life. You will always have to depend on someone else to get you where you want to go and that could lead to you missing out on a lot.
