Can two parents who agree on custody arrangements have the custody agreement drawn up and legally finalized by a laywer WITHOUT having to go to court?
If so, how long would it take?
The parents are not currently married (to each other or anyone else) so there is no divorce proceedings to complete. They are just looking to get a custody agreement done and legalized without the court costs and ridiculous expense of court.
Can this be done? If so, HOW??

Well option 1 is to not have a formal agreement. No agreement is required and two parents can choose to just accept terms. Option 2 would be to have a formal agreement which may be a good idea because, while they are single and getting along now, this can change. The two will need to write down all they agree to: visitation, payments, holidays, living arrangements, etc. Each side may wish to discuss the law and options with their own attorney but it is not necessary. A lawyer or court can formalize the document. The less negotiating required by the lawyer, the less time will be involved. If all terms are agreed to it will be a fairly simple process.

contains a pretty good list of things the two should consider and discuss.
