Other than housing and transportation, the cost of living in the entire Greater Vancouver metro area will be very similar. I say this because I noted you asking this question for a number of the cities that make up the Vancouver area.
The further away from central Vancouver you go, the cheaper the housing and more expensive the transportation (if commuting, whether by car or transit). A two bedroom apt. in Coquitlam will run $750 to $1,200 depending on area, size, and type. A three bedroom house will rent for $1,000 on up again depending on area, size and how nice it is. This is fairly general for the area, except downtown Vancouver and the west side, where both will be more costly.
All other costs (utilities, phone, cell phone, groceries and sundries, entertainment, meals out) will all be comparable in the entire Vancouver area.

The cost is going to depend primarily on your choice of housing. If you are renting an apartment, it will be in the $1,000 - $1,500 range for something reasonably nice (but not posh!) If you are renting a house it will be in the $1,500 to $2,000 range. The next variable is transportation. Are you going to do a lot of driving? Are you going to use public transit? Gas prices are high but parking is very reasonable (mostly free) in Coquitlam. BUT if you go into downtown Vancouver on a regular basis, plan on spending $10-$15 per day for parking. The basics - food, clothing etc. - won't be much different than in any other part of Canada.

What does the average family need? Are you renting or buying a home? Coquitlam is a little cheeper than Vancouver. Once you go over the port man bridge into Surrey prices get more afordable. The Port Man links Coquitlam and Surrey.

For rent you can get a nice 2 bedroom for about $950 including all utilites, cable and internet. It really does depend on the area, size, type of living (Basement suite, apartment, house, etc), etc. It can range from $650 for a 2 bdrm plus utilities upto $3000 incl untils.
