It is not legal or illegal... law has no ruling on who a minor can date. What the law DOES state is that parents have the legal authority to make that decision.
Neither is there any law towards the 18 yr old, unless there is sexual contact. It is a matter of common sense for the 18 yr old to recognize this, and know the risk being taken.
Show me an 18 yr old male who does NOT have an interest in a physical relationship... and I'll show you a kid who has hormone problems.

The law of consent varies from state to state, usually varying from 16-18. I would not say it's illegal for a 15 year old to "go out" with an 18 year old, but it is definately illegal to have sex with a fifteen year old. And in many states, it would be child molestation, which is a felony. Don't do it.

This happens frequently.

An 18 year old goes out with a 15 year old. They are not sexually active. 15 year old wants to have sex and 18 year old refuses. 15 year old goes to her/his parents saying they had sex. Parents then charge 18 year old with statutory rape. 18 year old is a sex offender for the rest of his/her life...end of story.

Another situation that happens (had happened to a few of my male friends)...15 year old lies about her age and says she is 17 years old and looks 17 years old. 18 year old believes her, has sex and the parents find out. The 18 year old is then charged with Statutory rape and is a sex offender for the rest of his life.

Either way, if sex does or does not happen, the risks are too great. The best thing is to wait until BOTH individuals are consenting ADULTS. Besides a 15 year old is still a child. Both have a lot of growing up to do.

It's not illegal to "go out with" if that means your relationship is strictly platonic. If you so much as touch her (eg., hold hands), you could be on your way to twenty years in a state penitentiary and a lifetime as a registered sex offender. This is the voice of experience speaking: "Stay far, far away from her if you care about your own future." Find someone your own age to play with.

Depends on what they do when they go out. 15 could get you 20, if you know what I mean.
