my voltage reading before the main breaker is 240volts. I have a 125 volt reading on one buss to ground/neutral and 105 volt reading on the other buss to ground/neutral. I have disconnected all of the circuits from low voltage buss and still get the same readings. When I connect a 120 volt circuit to the low voltage buss and then turn the breaker on, I then measure 0 volts from that breaker to groung/neutral.

Sounds like the main disconnect or breaker is bad... turn off all breakers and read the voltage on the load side of the disconnect should 240 volts....then each one to ground should read at least 120 volts per leg or side of breaker..if you do not get these reading on load side then check supply side with main breaker turned off if you have 240 volts between phases and 120 volts from each phase to ground then breaker or buss bar is bad...buss bar is the thing that supplies power to your breakers from maine disconnect.

So there's enough juice to drive the meter, but no real loads.

- Often there are a couple ground/neutral bus bars in the service panel. Is the one you are using firmly connected to the other? (It might be partially floating.) You might confirm this another way... Can you hook up a 240V dryer and have it work? Or a 240V electric baseboard.
- Might be a transformer problem at the pole - get your utility to check it out.
