That is correct.
If you change the regional settings for numbers in your computer from US to say, Spain. When you type 1520 in your excel, you'll get 1.520 in the cell where you typed. if you try to type 1520.20, you will get an error message. Also, when you use the period in your numerical keypad, you will get a comma.
