Look at the Templates available from Frontpage, or Look at many Pages, and see what they code as.
Research the CSS pages, or ASP pages, and thats a Great start

Phew you really need to learn quite a lot of different subject to be really good.

A good start would be to learn HTML (better to start with xhtml) and CSS. As already said both can be found on www.w3schools.com along with excellent examples.

You then need some webspace (to practice with because its easier than running a website from your own pc!) you normally get some free with most isp accounts nowadays.

Create some simple pages and upload them using an FTP client (or Dreamweaver) and hey presto you have a website.

In my opinion you would probably benefit with some image editing software like photoshop or coreldraw to do a design that you can use on your site (coded in css) to make it look cool! :) Also Macromedia Dreamweaver is a good tool to use if you're not familiar with handcoding HTML or CSS plus you can peek at the code behind the pages...

Are you going to make it or going to pay for it?
If your webdesigner/developer then you should spend lot of time and hard work with resources and then only you would be able to taste the cream.
If you want it to be professionally done, then do good research on search engines for different companies who make wesbites

you can try using NVU editor (www.nvu.com), it's free and wont tie you down to one method of editing. NVU pages can be transferrable to frontpage or dreamweaver html editor

I would use http://www.interkeys.com/tophosts to get a premium affordable cheap web host for a few bucks a month with 1000 GIGs bandwidth and rich with features

its up to you how developed a site you want and if you want to use your own domain name.

You could get started with online software such as Wordpress (http://www.wordpress.com) which is basically for a blog but will also make a great looking website.
