It's a guy. Like you would say, "That dude over there." Replace "dude" with "bloke".

Bloke is just Australian slang for a man - and it's fine to be called one - it's just a normal, friendly complimentary word - or often used as "he's a good bloke"
So yep, it's a good thing!
