The tenant in the middle floor flat is a heavy smoker and our kitchen constantly smells of cigarette smoke. Has the landlord any obligation to sort it out?

If your tenancy agreement states that only non-smokers can live on the property then yes, the guy on the middle floor is in violation of that and the landlord is obligated to do something about it.
Do you have to share a kitchen? If the answer is yes, then maybe you could ask the landlord to have a word with the smoker and ask that he not smoke in the communal areas of the building. He's not obliged to do so, but he might be willing to do something. Alternatively, why don't you ask the guy if he would mind not smoking in the kitchen, I mean, if you're polite about it, whats the worst that can happen?
