Take out the word "former," it doesn't make sense. You are either a graduate or you aren't. Unless, of course your diploma/degree was somehow taken away from you. Otherwise, the answer to your question is "is."
IS:
Third Person/Present Tense
because it's Thrid Person (you are talking about Don) & present tense (he IS a former grad of....)

You would use "was" in that spot if the sentence was as follows:
When Don was a student of St.... he WAS found to be of good.....
becasue then the sentence would be Third Person/Past tense.

Don is a = present tense = is.
a former graduate = past tense = was.
With this single sentence, my guess would be was, insofar as how he was judged at that time.
