Take out the word "former," it doesn't make sense. You are either a graduate or you aren't. Unless, of course your diploma/degree was somehow taken away from you. Otherwise, the answer to your question is "is."

Don is a = present tense = is.
a former graduate = past tense = was.
With this single sentence, my guess would be was, insofar as how he was judged at that time.
