Yes. That is why the old tribes (mayans, incas, aztecs) in south america developed terracing. They cut into the hills to make "steps" on the hillsides into which crops could be planted.

Slopes yes, although it is tricky, but people in many countries have no choice. Terrace the slopes. Use stones to guide water to the correct places. There are various techniques.

Hurricanes - trickier, use low crops. No idea.
