when you say i want to make friends overseas, does it mean while you are overseas,you wanna make friends? or,,,you want to make friends who are overseas? it could mean either?

It could mean both. if they say while over seas, then while that person is over there they want to make friends. But as is, it could mean both.

It might mean both. It's an expression that remained from the past, but basically it means making friends abroad (not only overseas).

I think it means that you have friendship with people from another country as your. It depends where you live in fact. I'm french, and when we use "overseas" for us it refers to the US...
