Now that is a great question.
I do think that we should be setting up goals and penalties and or incentives for them to take control. I do however understand that these things take time and are very complex on the ground.

Its a fine line we must walk. If we force their hand too early they may crumble. But if we wait too long they become overly dependant. There has been alot of progress thought. More and mreo Iraqi's and Iraqi units are taking charge. Especially in the South.
Just because they know what a car is and which is the gas and which is the brake doesn;t mean we can throw them the keys just yet.....

The Iraqis can't stand on their own, because they are still being occupied by an imperialistic power....the USA.
When we leave, I assure you, Iraq will run their nation just fine without our help.

IT takes time to develop their army. Company to Battalion size operations take time to develop the units.

one canot just create instantly trained soldiers, it takes times to have a leadership group of men..... having any officers of decent rank or highly trained NCOs can;t be done in a day or a year
