Antonio LACKS money to lend his friend Bassanio, because all of his cash is tied up in ocean-bound investments.

Shylock USES money to lure the Christian, Antonio, into signing a short-term loan agreement that provides that, if Antonio defaults, Shylock can claim a pound of Antonio's flesh as the forfeiture.
