i have downloaded xp again as a new installation but i still have files and folders in my computers that i downloaded in program files etc and my hard drive memory keeps reducing so how can i delete all the files and folders and increase my hard drive memory back to normal?

The safe way would be to go through add/remove programs in the control panel and remove all software. These take up the most space. After that, you can use windows explorer to go in to My Documents and delete all that you don't need.

You can also use search and look for large file types that you don't need. Search for *.mpg or *.mov or *.avi if you have been wathching and saving movies, music, etc. These take lots of space.

What you have done is simply reinstalled xp over the old version leaving all of your files and folders in tact. What you need to do is a clean install that reformats and cleans your whole hard drive making it as it was when you first got it.

Steps:
Insert the xp cd into your cd rom drive.
Restart your computer with xp cd in drive.
Press F8 when given opportunity while booting.
Follow instructions for clean install.
When given the chance about partitions, delete each partition separately.
Create a new partition with default size to install the new xp into.
Install xp normally and you are done.

Do a total reboot we did that and we started from scratch.

control panel... add remove programs... just take out anything in there then u should have more space
