e=mc2 means that a very small amout of mass can be converted intoo a very large amount of energy and vice versa.. but when energy is converting intoo mass and who this is done..
when speed of light reach double of his speed?

When a body/particle is accelerated and aproaches the speed of light it increases it's mass. No body/particle has ever been accelerated to the speed of light but particles like electrons have been accelerated to about 85% of it. A slight increase in the particle's mass was observed starting at about 80%.
If the speed of the particle would decrease I presume that the mass would too.

Mass is converted to energy by nuclear reactions, but I know of no way to convert energy back into matter, other than by reversing an energetically favourable nuclear reaction. This kind of thing can be done in particle accelerators and nuclear reactors I suppose. All the elements in the periodic table above uranium are artificial- they do not occur in nature, and therefore have to be made by fusing smaller nuclei. In the case of these elements, the binding energy put in to make them takes the form of a slight increase in mass.
I don't know what you mean by 'when speed of light reach double of his speed'. The speed of light is constant from all frames of reference.

Converting matter into mass is not a trivial task.
A fire won't do it,nor an atomic explosion.
A piece of matter must be returned to a quantum state to satisfy the equation E=MC2.
Energy is converted into mass in an evolving universe but the energy is derived from space originally.

We are producing heat in chemical reaction. Sun is also producing heat but it's in atomic reaction.
