I live in France and am puzzled by the fact that in the UK ISP seem to implement a download Cap depending on how much you pay. What happens if you exceed the download cap?

Wow that sux big time! I didn't realise how much we were lucky in FR : I pay 30£/month for a really fast connexion (ADSL 2+) (unlimited international & local phone calls, TV, internet, WIFI router, (the router even doubles as a VCR)) and I can download as much as I want...! :-p

im unsure as to why they have a cap on downloads, but i can answer the second part of your question..i exceeded my cap on bt last month which is set at 6gb (soon to be changed to 8gb) bt sent me mail informing me that i had downloaded 18.6gb last month and they wouldnt do anthing about it this time but if i did it again they would charge me £o.30 for every gb i exceeded in future or i could change to option 3 which has unlimited download.the crazy thing is that at the moment i pay only £9.95 a month for my connection which goes up to £17.95 after 6 months...its obvious to me that i would be better off staying on option 2 and paying the extra 30p per gb that i exceed by..option 3 is £26.95 a month.

This is the same problem here in Ireland. If for example you have a download bandwidth of say 30GB if you go over that bandwidth within a given 30 day cycle you pay something like 5 cents per MB

It's all about making that money! Why do the British have to pay a licence fee for the privilege of *owning* (not using, owning) a television set?
Things like that are what started the Revolutionary War.

So they can charge more to remove the Cap. If you exceed the cap you will have to pay more.
