Theoretically-I suppose it can. Practically-Dracula (of Wallachia-Bucharest county) was never stopped from terrorizing the Church. Nor do I think it was the Church who stopped Lewis the 14th (of France) to have his daughter married to Ismail the Bloodthirsty (of Morocco). Nor was the German Reichstag able to stop Hitler from having absolute powers.

The United Nations could impose sanctions against the United States if those chose. They could not remove the President from office without committing an act of war against the United States. The UN is a useless hub of windbag activity full of bluster and bluff, but no resolve. They are like the Big Bad Wolf threatening to "huff, puff and blow your house down". The only problem is that when the Little Pigs call the bluff they refuse to act and begin to just cycle through the threats again. In short, the UN is a paper lion and everyone in the world knows this.

No. It would be considered an act of war against the U.S.A. It would also set a dangerous precedent - The flip side of the coin would be the USA taking out any politician it does not agree with. I think the U.N. will play it safe for two reasons 1) Without the USA they do not have the troop force to pull it off and 2) Its easier politically to just wait eighteen months.

The UN can not do anything...they couldn't even keep their Leader and his family from making millions of dollars off the Iraq: Oil for Food plan...the UN is useless without the US because they do not have a military...they have since their conception used the US to strong arm countries into doing what they want...the UN has no control over the President of the US...or with any leader any where...your question is kinda funny...
