I run a 4.9 but at the begginning of my football season, ran a 5.3. This is what i do. Really I just let it naturally happen, but I also practiced my 40 everyday during my sports period. I ran the 40 probobly 5 times a day, and it just gets faster over time. It took me about 2 and a half months to get my 40 to a 4.9. All you do is get a friend, and time your 40 5 times a day. Between each 40 you run, give yourself like a 5 minute break, you should improve very fast

This depends on your age. If you're in your preteens I suggest that you wait and let nature take its course. If you're older, I recommend a good weight training program. A good weight training program should be balanced between the upper and lower body, but be sure to work with the calf and thigh workouts. You also may want to invest in some leg weights. Run a few miles each day with these things on and you may be surprised with the results.

Keep in mind, though, that not everyone is born to be fast. Although the 4.8 that you want may be achievable, accept the fact that you may never be a 4.2 or 4.3. Do the most with what you have!
