Simple. Law.
As it stands, you can 'escape' or work out something for your private sector debt but you really can't escape the government type debt. It was probably written into the laws specifically to protect the state/federal for that purpose.
PS - It is becoming legally more difficult to 'escape' from your credit obligations. New laws have surfaced in recent years which put more responsibility in place.

If you do not pay your credit, you will face bank officers. It's quite a lot trouble, but if you are tricky, you might escape. But if you do not pay your tax, you will face the state! Who do you think you are so that you can escape from your government? They are so powerful. Sooner or later, they may catch you.

We cannot run from Death and Taxes??
Just as death is inevitable, so are taxes! For your information, even if I have a big house , on my death my own son cannot inherit it till he pays estate duty and property tax [which may be almost EQUAL to the property value!] BEFORE having it transferred to his name!
Strange are the laws of the land!
A credit from a bank [Credit card debts] can be evaded by not paying and running !
But where will you run from the law?

actually u cant run without paying ur credit... cuz ur credit gets really damage.. and when u wanna buy a house.. or something... ta ta! u cant! =) ... so soon or later.. the bad credit catch us too =)
