It's an electric saw that can cut a wide assortment of materials such as tree limbs, heavy electric cable, pipe, etc.
The two blades more in opposite directions so that the saw doesn't move the material that's being cut.

It is an electrical saw but instead of operating like a circular saw with the chain moving around giving the cutting action, it moves backwards and forwards on a level plane, more or less like a conventional saw but motorised.
