Yes, but only if your Motherboard supports the new CPU.

Run Belarc Advizer to identify the MoBo, then check the MoBo manufacturer's web site to see if Dual Core is supported.

NO you can't do that.. The motherboard for a P4 and Dual Core are different from each other...
