Using chemicals or other hazardous substances at work can put people's health at risk. So the law requires employers to control exposure to hazardous substances to prevent ill health.

COSHH - stands for Control of Substances Harmful To Health. I work in a residential home and our domestics all have to be aware of COSHH, and carers to a lesser extent.
Basically, make sure all bottles of chemicals are clearly marked with their original contents.
Do not put anything else in a bottle but what is labelled.
Make sure that all chemicals are accounted for and locked away in a secure location.
That they are only used for the job they are intended for.
Appropriate protective clothing is worn when neccessary.
People using harmful chemicals to be trained in their usage.
These aren't the official guidlines but its what I remember from the appropriate section in my NVQ 2 care.

every place of work will have a coshh book. this contains data of every product which are available in your work place. this data sheet provides information on wether the product is hazardous to health and how to treat yourself or another if an accident occurs.
all employees when starting in a new job should be told where the coshh book is..
for example
bleach a commonly used product will have a data sheet in the coshh book telling you all the properties of bleach and what to do if say it's swallowed or comes in contact with skin or eyes etc.
before using a product you should consult the coshh data for how to handle the product safely

Many cleaning chemical substances are harmful when used not only in closed compartments but also in open spaces.
We need to have some mechanism to control the profileration of such substances.

Control of Substances Harmful to Health is a set of regulations that relate to any chemical substance that has the potential to be harmful. It specifies safe maximum exposure limits, potential hazards related to specific substances, etc. Like most aspects of Health and Safety regulation, it has been allowed to spiral out of control, and now encompasses use of even mundane substances, such as cleaning formulations.
(According to Sigma-Aldrich for example, table salt is harmful because it is an irritant, and deuterated water is supposedly poisonous).

It's that big poster (or book) thats written in English on the back of the door to the cleaning cupboard to warn of the dangers of using certain substances that is used by generally non-English speaking people.
Its ok to have this as law to protect the workers, but most of the workers (in London) can't understand what is written on it.
So I would go with the guy that said it is a pile of cr@p, just because its not very useful for those who need it.
