Because the council/local authoritites are greedy lazy b*stards!! You should see the state of the pavements & roads around where I live-they're a disgrace!They seem to constantly complain they don't have the funding for things unless it's something totally ridiculous & irrelevant to residential needs!! They put nice,pretty artwork and floral displays up in areas where the money would be better spent on repairs,i'm sure the residents (me included) would much prefer to get the jobs done that are being ignored rather than having something pretty to look at.

Because central Government is/has reduced the amount of money given to local councils. Local councils are having to cut services to make up the shortfall.!! Some local Councils are even cutting staff............contrary to what some people say.Council workers (excluding Managers?) are not getting huge wage rises,most Councils have altered the wage structures so that in actual fact,some workers will get LESS increase on a year to year basis.(Family friend works for Local Council)
Its interesting to note........the lowest rises are in the 238 districts that face elections in May, weeks before Gordon Brown is expected to take over as Prime Minister.

Great Question....! And I would urge everyone to think about your Q..come Polling Day.. The Council services in Glasgow & the West of Scotland are Pathetic.. I can only asume the rises are to pay for the Councilors Junkets & exaggerted expenses..

Wages, Utility bills, maintenance cost of buildings are all rising faster than official inflation figures. Most councils are also in long standing debt for previous borrowings and former employees are living longer and the pension costs are rising way ahead of the payments made 40 years ago to fund them.
