How can I take full control at protected operating system files such as "System Volume Information" at vista ?

Well you should be able to right-clicking the program file or shortcut and then clicking Run as Administrator.

Its part of the new UAC (user account control) in Vista

The only way you will ever get full control of ALL at the same time is if you disable UAC and then you have a very exposed machine.
