Although no 6 appears to see himself as no 1 in the final episode, it has never been confirmed that this was the reality of the situation, but that's the way it's supposed to be.
Patrick McGoohan purposely never gave away any secrets of the show, as an individuals interpretation of what they saw was more important.
There were many more unanswered questions, such as the identity of no 6. Many suspect that he was McGoohan's earlier creation, Dangerman.
Conjecture aside, it was a brilliant and truly original concept, they don't make them like that any more! Shame it's so rarely seen repeated on TV.

You remember that opening scene in "The Prisoner" where the balloon comes up out of the water? Well, inside the balloon was a piece of paper on which number 6 had written the identity of number 1. If you can find that balloon all will be revealed.

If memory serves me, Number 6 was actually number 1. He entered the village to test its security and ability to break prisoners. At the end you see Number 6 with Alice getting reunited with her daughter, all being watched on camera by a control room of a new village.

oooooooooooh, no-one knows, i think he only appeared in one episode, with his/her face hidden. All i can say is that number 1 was meant to be the all powerful leader.
