Here's something creative that will be appreciated and you will have fun doing:
Make up a crossword puzzle and have all the hints be personal inside moments and jokes that only you two would know about. Put it on a poster board and add some clipart and some pictures to it!
The crossword puzzle could be time consuming and a bit frustrating ... you could do the same idea with a WORDSEARCH or WORDFIND puzzle.
Put your computer skills to work! Use Excel, get clipart from Yahoo Images Search, copy them, and reformat them, use a gluestick to put on posterboard.
Use graph paper, and pictures from magazines if you are not as good on the computer, and it will give it more of a homemade feeling.

You can name the star after your sister eg. Mae Jane Smith and have her 21st birthday date eg. 1 January 2007

It is an awesome present and I guarantee she will love it
It is a little costly around $200 to $300 Australian dollars but if you go halves or thirds or Even fours it will end up being a pretty cheap 21st birthday prezzy.

Why not do her an album with a picture(s) in from each year of her life,then write a little about it. Like a kind of this is your life book. Girls love to look back at old photo's e.g 1st day at school,day trips out,birthday parties and night's out clubbing etc..... Then if you do her a surprise party u could hand it over to her in front of all her friends. Bet she will love it! Hope she does,Good luck&have a great day.
