You deconcentrate it with water.

So, add different amounts of water to make different concentrations.

To concentrate it further, however, than say a store bought variety... I don't know.

The link tells how to make 3% from 35% food grade hydrogen peroxide (including cautions). I read somewhere that 'food grade' means suitable for washing food not drinking it. Hydrogen peroxide may include stabilizers, etc. listed on the bottle that should not be consumed.
