if your talking windows then passwords are stored on computers using a technique of hashing which converts something readable like "abcd" into a string like "0,CC,5E,9A,CB,AD,1B,25,C9,AA,D3,B4,35,B5,14,04,EE", making it unreadable. Windows computers traditionally store two types of hash, being an LMHash and NThash, both slightly different. However on some systems where security has been tightened only one of these hashes may exist.
You can get any window password including the admin by using a pwdump utility after booting a system to DOS. Then upload your files to a lookup service.
The hash files can't be decrypted, but can be run against a lookup table and find what input would cause the output.

There is no way you can look into any passwords in Windows OS.
You can delete or remove password if you are an administrator on the system.

I hate to rain on your parade, but most passwords are encrypted in Windows, if indeed they are stored at all. Likewise, most web sites encrypt passwords, as do most businesses. In most systems for a business, a user can call to have his password reset, but no one can see the present password at all.
