It depends on the laws where you live. In most places, the answer is no. Though, at least in the U.S., it is always illegal to visit child-porn sites.
Also, it is NOT illegal for minors to visit porn sites, but it IS illegal for the owners of those sites to allow access to minors.

Guys, it is very likely that he visited a child porn site accidentally. He couldve clicked an advertisement and the it took him to the child porn site. No worries, the police will not arrest you as LONG as you dont go to child porn sites purposely. Its just wrong.
