Try moisturising your legs. This used to happen everyday to me on the vinyl bus seats on the way to school in the Summer. But the only time it didnt happen was when my legs sweated. My thoughts if you moisturise your legs where they contact the chair, before you sit down you should be fine.

Maybe your legs are sweating, and the sweat is sticking to the chair.
