It's simply a device for testing or setting out an angle of 90 degrees (a right angle). The name comes from the shape of the device that's in the form of a "T". The top (horizontal in this "T") bar is set exactly at right angles to the vertical one.
Teachers used to use this to draw lines on their chalkboards. They slid the top bar of the T along the top of the board, and could then draw ruled lines down the board using the other arm of the T square. Clever, eh?

I believe a T square is a carpentry tool to help cut wood at the correct angle and make a proper ninety degree angle is on the material being cut.
