basically, if a sink is left with bleach in it over night, and you then splash it over yourself the next day, can it still bleach your clothes?

You mean "lose". It depends how much bleach was in the sink. If its mixed with water.. and a lot of bleach as well... it would still damage clothes. Bleach doesn't lose its properties by being exposed to air. If its heavily diluted with water then the bleaching effect would be less harsh.

Bleach (sodium hyperchloride) does lose its strength in
sun light,the bleach that's left in the sink over night will
still bleach your clothes.i was involved in the manufacture
of bleach in the past.

It also depends on the kind of bleach - industrial or regular laundry bleach? Different brands vary in strength; also, dark clothes may show a definite discolouration, lighter ones not so much...

When exposed to air and heat the chlorine does evaporate but it probably wouldn't happen overnight.
