If you live in the Uk, Canada, Australia or the USA, then a dropped kerb, allowing access to a driveway or other vehicular access way, is never illegal. In fact, the council MUST place one upon request. What may be subject to debate, is whether Joe Ordinary can place one without asking the council if they will do it first. Already existent access drops are rarely if ever removed, and probably aren't even on the council's radar, which spelled backwards is, wait for it, radar. language, it's a virus. They would have had to seek planning permission from the Local Council. A lot of the time if you look on your local Council's website you can do a search of planning permissions.
