unfortunately no! If he has blocked it properly, there is no way to get in. Complain to school administrator. Hotmail is a pretty useful site for anyone so it is wrong to block it.
Try using outlook to download mail from hotmail, might work though chances are low.

theres loads of proxy sites out there,thats how my daughter logs into her email and blocked sites at school...IT teachers think they are clever,but proxys are much brighter in the hacking department

You need a proxy site that is not blocked yet such as http://www.blockednomore.com which is still brand new and not blocked anywhere.

you seem to be able to get into yahoo so use yahoo mail instead.
