I have deleted cookies, but the ads near my location continue. Where is this file that is betraying my location??

Your isp stores that information.
The webpages are doing a whois request to a global registrar that has information stored about the ISP's it leases to.
Theres nothing you can do.

There is a simple command in DOS (aka whois) that can find out where approximently you are based on the server IP address your ISP uses. There is NO WAY to block this as it is a basic function of the internet. However, this locater can't get any closer to you than the informatio on the server. Its anyoing, and may pop-ups use it as a scare tactic, but there isn't anything you can do about it

If you worry about adware, I'd use a free program like Spybot (www.spybot.com) to clean them off for you, but the location thing will not go away.

If they are randomly popping up on your computer screen without you visiting any sites, then you have adware. If this is the case, might I recommend a program called Ad-aware. Works wonders.

However, if it only happens with certain sites you go to, this is completely normal. They get your location from your Internet Service Provider. Do not worry, you are safe, unless you have the adware problem. If that is the case, then you should deal with it immediately.

you might be effected with spyware run ad-aware to fix
