It's to soften the public into supporting the schemes before they get on with it.

If they said outright from the start that the Olympics are going to cost over £9 billion, how many people would have supported it? The same goes for the Scottish Parliament - how many people would've voted for it if they had said it's going to cost more than £400 million?

Blame the people doing the estimates - £2 billion pounds to build brand new sports arenas and upgrade existing infrastructure/transport is nowhere near enough, and £40 million was nowhere near realistic for the total cost of a parliament building.

Either it was willful misinformation to ensure support at the start of the campaign/process, or it was utter incompetence.
