I think it is circus. Not because it is readily available, but because it still contains the band's rawness while adding some musical maturity. This could be the reason why most of their hits came from this album. There even is a mailing list that is named after it:

I'm guessing a lot of people might say "Ultraelectromagneticpop!", "Circus" or "Cutterpillow" (which contains the "paraluman" song "Ang Huling El Bimbo") are the best, since these are the most popular (and most readily available) albums.

I myself, however, really liked the album "sticker happy." It's a bit obscure, but to me it contains some of their best work ever, including "Spoliarium", "Para Sa Masa" and "Andalusian Dog".

The last album with Ely Buendia in it, "Carbon Stereoxide", is not bad: it's certainly the most experimental one. But it has these really nice songs "Wala" and "Outside", which most people sadly don't know.
