i dont see any relation between being a web designer and learning .net
anyway, check the microsoft site or the msdn at:
www.msdn.com
u dont need any institutes

The .NET framework is a joke. Its useless. Why write anything using it? So your programs can only work in windows?
If your designing a web page, use PHP. If youre making a lightweight application, use java. If youre writing an online game or cool video thing use flash (you can use java applets but flash is better). If youre designing a game use SDL and OpenGL.
Theres platform independent ways to do everything.. and most important of all.. is theyre all FREE (except flash i suppose).
Theres no reason to use the .NET framework unless youre a shitty wanabe programmer that likes wasting money and supporting microsofts deathgrip monopoly.
