I am interested in metalsmithing and making art jewelry. I have experimented some on my own, but I would really like to develop some technical skills. what would be some good ways to begin to learn. Can anyone recommend good schools or workshop programs? My dream would be to have a small home studio some day.

It really depends on where you are and how much it costs to get to the workshops. Workshops can give you access to special skills while missing the over all art education of art school. Find people who are making jewelry in your area (or sort of near on the net) and look/ask about the school they went to and what is in the area. If you are in Texas, the choices are fewer than if you are in Massachusetts or North Carolina.
On a lower level than regional workshops, many community or junior colleges have continuing education courses that may include smithing and jewelry. Here in Dallas there is a Crafts Guild that includes jewelry. http://www.craftguildofdallas.com/
